FUNCTIONNING OF WFUCA

Taking into account the difficulties recently experienced within WFUCA, the 6th World Congress of WFUCA proposes :

1. the revision of WFUCA’s Constitution and General Rules and, in order to do that, putting in place a working group with a view of elaborating proposals on amendments to be submitted to an Extraordinary Congress ;

2. the harmonization of all the Constitutions and General Rules of the different existing Regional Federations with those of WFUCA ;

3. a reflection on the role and on the place of the Centres for UNESCO within WFUCA, with a view of a complementarily of action for a better cohesion and co-operation ;

4. making more visible the action of WFUCA for the promotion of UNESCO’s ideals, asking it to implement all that is possible in order to value the immense work accomplished in the field by the Clubs and centres ;

5. increasing the visibility of its action near the public opinion.

Having in mind a better co-ordination, the 6th World Congress of WFUCA invites also the UNESCO Clubs, Centres and Associations to :
· use the new technologies in order to widen education and training of the leaders in our movement, particularly through the creation of the pilot web site “e-learning – apprendre sur le net”;
· take part in the building of new inter active media within our network, as well through “Confluences” as through other advertising medium;
· create an international electronic network, real data bank, freely , within WFUCA as well as for a wider public, for a better inter-action between the different Clubs, Centres and Associations. This data bank could have also as its objective to promote the best practices adaptable by other NGOs throughout the world.

RELATIONS WITH UNESCO

1. Taking into account that the framework agreement on UNESCO-WFUCA co-operation, the principle of which was approved during the 30th session of the General Conference of UNESCO, had never been signed, the Congress underlined the importance of the Resolution N° 60, adopted at the 30th session of the General Conference of UNESCO, following the 5th Congress of WFUCA (held from 9th to 13th July 1999), i.e. :
«The General Conference … Invites the Director-General
· To conclude with WFUCA a framework co-operation agreement along the lines of those concluded with other non-governmental organizations (such as the International Council of Science or the International Council of Museums);
· To take all the necessary measures to strengthen the coordination capacity of the Secretariat under the Programme and Budget for 2000-2001, so that action may be taken on the recommendations of the Fifth World Congress of WFUCA, namely :
· The preparation of an inventory and evaluation of the activities of the UNESCO Clubs, Centres and Associations;
· The organizing of information and training seminars for those in position of responsibility in the UNESCO Clubs, Centres and Associations;
· The organization at national, regional and international level, of workshops with a view to establishing strategies and joint action plans for members of the movement. »

The Congress recommends that this framework agreement be concluded and signed as soon as possible.

2. Having in mind, with concern, that, following the decision of the Executive Board of UNESCO which was held on May 2002, and this in spite of a really positive evaluation given by the Secretariat of UNESCO ON 16 April 2002, the formal associate relations between UNESCO and WFUCA were renewed only for 2 years instead of 6, the 6th Congress of WFUCA demands that the formal associate relations are renewed for 6 years by the Executive Board of UNESCO which will be held on May 2004.

RELATIONS WITH NATIONAL COMMISSIONS

The Congress reaffirms the fundamental aspect of the co-operation with the National Commissions, statutory “ adviser members” to WFUCA.

It demands that their capacity of co-operation are strengthened, with a view to allow the UNESCO Clubs, Centres and Associations to gather more partners from the civil society to give their support, particularly at a local level, to the objectives and programmes of UNESCO.
