1 - Information to the active Members of WFUCA :

It has been decided to send them the Report of the 22nd session of the Executive Board of WFUCA, held in Limassol, the day after the World Congress, on 10 September 2003, which has been adopted by the Executive Board held in Cerreto Guidi - Vinci, as above mentioned.

2 - Revision of the Constitution of WFUCA (Resolution of the 6th Congress, Cyprus 2003) :

Following up the Resolution of the Congress in Cyprus and the decision taken during the 22nd session of the Executive Board of WFUCA, the members of the Working group of WFUCA concerning the revision of the Constitution were confirmed: George Christophides, President; Patrick Gallaud, Secretary General; Rachid Ben Slama, Vice President; Jolanta Rostworowska, Member of the Board; Janine Marin, Adviser; Jan De Bosch Kemper, Adviser.

A questionnaire on the revision of our Constitution has to be sent to all the active members of WFUCA before the 15 of March through the Secretariat, in order to gather their advice. The replies of the Federations will have to be sent for June 2004, for the Working group of WFUCA to be able to realize a project to be submitted to the active Members during the international meeting of September 2004. (see below § 7).


3 - Declaration of Cerreto Guidi - Vinci, 4 March 2004 :

At the end of the 23rd session of the Executive Board of WFUCA, a "Declaration" was adopted by all the participants. Statement of principle, reminding our commitment with UNESCO and with the ideals promoted by the Organization, that declaration puts into light that WFUCA, as an international NGO with its own Constitution, is the only official coordinating body for the UNESCO Clubs, centres and associations movement.


4 - Financial issues :

Concerning the signature of cheques by WFUCA, 4 (four) signatures have been authorized: those of the President, Secretary general, Treasurer, Alternate Treasurer ;

Concerning the auditors, the verification of the financial years 1999 - 2002 has to be ready for the next Executive Board; WFUCA will pay for the travel of the person representing the Auditor Offices named during the Cyprus World Congress ;

Concerning the procedure about the accounts, the Secretary General works in close collaboration with the Treasurer and his Alternate as well as with the 2 auditors, so that having a monthly balance ;

Concerning the double signature, the system set up on 2003 has been reviewed as following: normal monthly expenses will be paid by the only Secretary General, until an amount of 500 (five hundred) Euros per month; over that amount a double signature will be necessary, including the President's one ;

Since 2001 the only funds of WFUCA are, except the eventual donations of sponsors, the membership fees of the Active Members. The amount of the fees for the future will be 100 (one hundred) Euros per financial year, over if the Federation wants ;

Concerning the world meetings and the sessions of the Executive Board of WFUCA, "Conditions of contract" have to be set up in order for the inviting Federation and the host City or Region to know exactly what they have to provide ;

Concerning eventual sponsors, a research has to be undertaken by the Treasurer and the Alternate treasurer, taking into account the different projects of activities.

5 - Letter to the Director-General with a copy to Eiji Hattori :

The Board decided to send a letter to UNESCO, to the attention of the Director General, with a copy to Eiji Hattori, Chairman of the ad hoc Committee, initiated by UNESCO.

That letter has to be brief and take into account two points :

A request for information on the meetings of the ad hoc Committee set up by UNESCO and on the efforts to help us in resolving our difficulties ;

Insisting on the fact than not any initiative concerning the functioning of WFUCA can be taken without respecting its Constitution.

That letter must show our good will and open mindedness.

6 - Relation with the NGOs Committee of the Executive Board of UNESCO :

The NGOs Committee of the Executive board of UNESCO, which will have its next meeting on the middle of April 2004, has to decide on the evaluation of WFUCA's evolution since May 2002 and on the renewal of our formal associate relations with UNESCO.

The Executive Board of WFUCA decided to wait for the preparatory document of UNESCO to eventually get in touch with the President of the NGOs Committee of UNESCO and with the member States elected for this Committee.


7- International meeting of WFUCA, twined with an Executive Board, September 2004 :

An international meeting is foreseen for the beginning of September 2004, in Ekaterinburg (Russia). This meeting will be twinned with a session of the Executive Board of WFUCA.

The meeting could be organized around 3 moments :

An international meeting with a theme in relation to the priorities and programs of UNESCO: "From a society of information to a society of knowledge", preparing the Summit of Tunis on 2005;

A meeting of the Active Members of WFUCA on the project of amendments of our Constitution;

A session of the Executive Board of WFUCA.

Yuri Borissikhin has negotiated with the Municipality of Ekaterinburg an invitation for around 25 people; when coming back from Vinci, in order to be able to welcome one representative per active Member, he will have a further negotiation with the Mayor of Ekaterinburg to welcome around 50 people.

8 - New Members of WFUCA and Partners of the Executive Board of WFUCA :

The Secretary General has presented the files of application to become an active member of WFUCA from two UNESCO Clubs respectively created in Oman and in Serbia and Montenegro. He announced the will of Egypt to create a Centre for UNESCO, but the file has not yet been received by the Secretariat. The Board decided to accept the two Clubs as active members, hoping that they promote the creation of other clubs in their countries, in a view to create National Federations.

The Secretary General has presented the files of application to become an active member of WFUCA from two UNESCO Clubs respectively created in Oman and in Serbia and Montenegro.
